You can make a floating boilie, after rolling out your dough into whatever shape you like microwave it for a minute or two and then let cool. It will float. If you put just a floating bolie on it will float off of the bottom, if you put on a floater and a sinker you can create a neutral balance, its very hard for a carp to resist a neutrally balanced boilies, harder for them to spit it out.
